Howdy, Hutto. This week, I’m breaking down something that usually comes wrapped in a lot of legalese: where new growth and development is being proposed around Hutto, and what those plans could eventually mean for the community.

If you have a few minutes later today, check out the main story below. I tried to turn the zoning changes, plats, and public hearing notices into plain English so you can get a better sense of what may be coming near you.

Hutto’s Next Wave of Growth Is Hiding in the Fine Print

New city filings point to hundreds of homes, more commercial space and a possible new employment center — here’s what those public notices actually mean.

If you’ve ever opened one of Hutto’s public hearing notices, you know they aren’t exactly light reading.

There are preliminary plats, zoning changes, PUD amendments, future land use maps — plenty of legalese, but not always much explanation of what it could eventually mean for the people who live here.

So we dug through the latest batch.

The City posted several new development notices on Aug. 16 covering six separate areas and roughly 160 acres around Hutto. Nothing here should be considered a confirmed new business or guaranteed construction project yet, but together, the filings offer an early look at where the next round of residential, commercial, and employment growth could take shape.

CR 119 could shift from homes to jobs

One of the more interesting proposals is the Hutto Tech and Trade Center, an 18.7-acre tract along CR 119.

And this one comes with more than a simple zoning request.

The applicant is asking Hutto to change the property from Single-Family-1 to Light Industrial, change its future land use designation from “Neighborhoods” to “Employment Center,” and shift a planned collector road about 1,200 feet south.

In plain English: land that had been envisioned for neighborhood-style growth could instead become an area intended for jobs and light-industrial uses.

That doesn’t tell us exactly what would be built there — no specific companies or tenants are named in the notice — but the requested changes are a pretty clear signal about the direction being considered for the property. Hutto says its Future Land Use Map is used to help guide zoning decisions and long-range planning.

More commercial lots are being carved out

Several other filings focus on future retail and commercial development.

The Hwy 130 Mixed-Use preliminary plat covers about 41.2 acres on CR 109 and proposes dividing the property into 10 non-residential lots. Despite “mixed-use” being in the project name, the current notice specifically describes those 10 lots as non-residential.

On Innovation Boulevard, the proposed Hutto Retail Subdivision would divide roughly 13.8 acres into nine non-residential lots.

There’s also movement closer to established parts of town. The West Live Oak Retail PUD at West Live Oak Street and Ed Schmidt Boulevard is seeking an amendment to a previously approved development plan, with uses such as general retail and neighborhood services identified in the filing.

And at Limmer Loop and Mager Lane, the Hutto Limmer Retail property is seeking voluntary annexation into Hutto along with General Commercial zoning. The city notice says the 4.17-acre tract is planned for retail, a convenience store, and a gas station.

One important distinction: commercial lots are not the same thing as announced businesses. A preliminary plat helps lay out how land could be divided and served by streets, utilities, and other infrastructure; it does not mean nine or 10 stores are about to open. Hutto’s development rules describe preliminary plats as an early stage showing things like property boundaries, streets, utilities, and drainage, and they cannot be used as the final recorded plat (we’ll let you know as soon as we find out more, though).

Another 272 homes are being planned south of town

The largest residential proposal in this group is the Kirk Tract Subdivision.

The preliminary plat covers about 77.2 acres and includes 272 residential lots plus one commercial lot. The property is described as being off FM 1660 South and the proposed continuation of East Wilco Highway.

Again, a preliminary plat isn’t the same as homes going vertical tomorrow. But it does show where another sizable pocket of residential growth is being planned, and how future housing development continues to intersect with Hutto’s long-term road and infrastructure planning.

Planning jargon, translated

Here’s the quick version of a few terms you’ll see in these notices:

Preliminary plat | An early layout showing how a property could be divided into lots and served by streets, utilities, drainage, and other infrastructure. It’s part of the development process, not a construction announcement.

Rezoning | A request to change what types of development are allowed on a property.

Future Land Use Map amendment | A request to change the city’s long-range vision for how a property should eventually be used.

PUD amendment | A request to change the customized development rules already approved for a Planned Unit Development. Hutto uses the PUD process to provide flexibility in areas such as land use, density, site planning and design.

The bigger picture

Taken one at a time, these notices can look like routine paperwork.

Put them together, though, and they tell a bigger story.

Hutto isn’t only seeing individual restaurants, stores, and businesses announce plans to come to town. Behind the scenes, entire pieces of the city are being laid out now — future neighborhoods, commercial tracts, and employment areas that could shape where people live, work, and shop for years to come.

And these projects are spread across several different growth corridors: CR 119, CR 109, Innovation Boulevard, FM 1660 South, Limmer Loop, and West Live Oak.

For now, the key word is proposed.

Most of these items are scheduled to go before the Hutto Planning and Zoning Commission on Tuesday, Sept. 1 at 7 PM at City Hall. The Hutto Limmer Retail annexation is scheduled for a City Council public hearing Thursday, Sept. 3 at 7 PM.

We’ll keep watching them as they move through the process, because today’s obscure planning notice has a funny way of becoming tomorrow’s “Wait, what are they building over there?”

Football Is Almost Back

The Hippos are less than two weeks away from kickoff, and there’s plenty of reason for optimism heading into 2026.

Hutto is coming off a 9-3 season that included a 7-1 district record and the program’s first playoff win since 2018. Now, Casey Walraven takes over as head coach after leading Alvarado to back-to-back undefeated regular seasons.

He inherits a roster with plenty of experience, including 28 returning lettermen, eight returning starters on offense and seven on defense.

The biggest strength may be at receiver. OU commit Jaiden Fields returns after piling up 1,345 receiving yards and 18 touchdowns last season, while Western Kentucky commit Dylan Owens added 947 yards and 11 scores. Rising junior Carson Fields gives Hutto another option in the passing game, and 6-foot-3, 340-pound senior Jayden Mack anchors the offensive line.

The biggest question is at quarterback, where the Hippos will need to replace a 3,000-yard passer.

There’s experience on the other side of the ball, too. The Fields brothers help lead a talented secondary alongside corner Michael Blaylark, while senior linebacker Hunter Frenette returns after recording 103 tackles last season.

With that much talent back, expectations are understandably high. The first test comes Friday, Aug. 28, when Hutto opens the season at home against Harker Heights.
